CO-PRODUCTION TREATIES

The co-production treaty between Australia and Singapore has now come into force (download it here), while the treaty with the People's Republic of China is expected to come into force by the end of 2008. A co-production treaty is currently being negotiated with the Government of South Africa.

PRODUCER OFFSET AND CO-PRODUCTION ADMINISTRATION

Screen Australia will continue to monitor the interaction between the Co-production and Producer Offset programs, making amendments to Guidelines where appropriate. Any revisions will be aimed at ensuring the two schemes operate well together and minimise redundancies between the administration of the two programs. 

Screen Australia has reworked the 'Significant Australian Content (SAC) Guidance' document that provides advice on the interpretation of the SAC test that non-co-productions must meet in order to access the Producer Offset. The revised Guidance can be accessed here.

Screen Australia reminds applicants for final certificates that auditors must be registered company auditors under the Corporations Act and that the words of the auditor’s statement that is attached to the application form cannot be changed. The statement, and wording of it, is required by Legislative Instrument (the Producer Offset Rules 2007) and as such, cannot be accepted by Screen Australia if it has been amended.

PRODUCER OFFSET UPDATE

From the Producer Offset's inception to 23 October 2008, 163 projects have been issued with provisional certificates: 65 features, 64 non-feature documentaries and 34 other projects (TV series, telemovies, direct-DVD/online, short-form animation).

Nine final certificates have been issued (one feature, seven non-feature documentaries and one other project) with a total determined QAPE of A$7.29m. Eight further applications for final certificates are under consideration.
