A dangerous phenomenon has characterised the HIV/AIDS epidemic in recent years. It concerns not so much the search for treatments, vaccines and cures, but the poor interaction between individuals, communities and nations, the behaviour of parties in complex negotiations and the failure to implement practical solutions that are well established to prevent this disease.
