The growth of constitutional government in Australia. The fact that many early settlers were transported against their will created a heritage of alienation from the political machinery. Men of property drew up state constitutions, precluding ordinary citizens from access to the law-making process, and this alienation was strengthened by the Federal Constitution. Australians grew up with a feeling of alienation, cynicism and ignorance.
